As part of the “Training for International Diplomats”, 16 young diplomats from Laos and Cambodia took part in our simulation game at the Federal Foreign Office in Berlin. The task was, to discuss a possible reform of the UN Security Council in a fictional conference. The main topics of discussion were: increasing membership, regional representation and the question of the veto.
Through the simulation, the participants gained an insight in the working methods of the UN Security Council as well as the main challenges of a possible reform. Each participant had to represent a country and his or her interest in the reform debate. Following the internal negotiations, the countries, under the supervision of the Secretary General, tried to come up with a reform proposal.
After the game an evaluation took part, in which the participants were able to reflect about the process and their learning outcomes. These included an improvement of their negotiation skills as well as a deeper understanding of the crucial points of a UN reform.
