Diplomats Engage in UNSC Reform Simulation

Berlin, May 14, 2025 – High-stakes discussions unfolded as eighteen international diplomats engaged in intensive negotiations concerning the reform of the United Nations Security Council.

On May 14th, their third day of the "Multilateralism and Global Partnership in a Contested World" Network Consolidation program, eighteen diplomats immersed themselves in a simulation exercise centered on UN Security Council reform and the complexities of multilateral cooperation.

Assuming the roles of government representatives from diverse UN member states, the diplomats engaged in intensive negotiations across three critical areas: the enlargement of the Council, the complexities of regional representation, and the contentious issue of veto rights. The exercise fostered a dynamic environment where varied perspectives and entrenched positions were brought to the table, negotiated through open or secret discussions and conference formats. 
Although alliances formed and instances of cooperation emerged among nations with seemingly diverging interests, the simulation ultimately mirrored the complexities of the real world, ending without a definitive agreement. The concluding reflection underscored the relevance of UN Security Council reform, its direct connection to pressing global challenges, and the crucial role of persistent dialogue in navigating the current fractured international landscape.
