In a fictional German municipality, participants take on the roles of local stakeholders and must decide on measures to facilitate the reception, accommodation and integration of refugees. In doing so, they must take into account the various interests, needs and fears of the residents and find a solution that is sustainable for the municipality. The session then involves reflecting on the proposed solutions to determine how to deal with the current challenges posed by migration in practical terms. Furthermore, the reasons for migration (push and pull factors) are discussed, as are the fundamental concepts of self-image and external perception, isolationist attitudes and integration.
Scenario & Procedure
Participants take on the roles of representatives from political parties, trade unions, employers, citizens’ initiatives, etc., in a fictional German district. Based on the Königsstein Key, the local authority faces the challenge of finding solutions to issues relating to distribution, accommodation, education, employment and social integration. In doing so, the guidelines issued by the Federal Office for Migration and Refugees must be taken into account. At the same time, the fears and concerns of the local population play just as much a role as the district’s development opportunities arising from successful integration.
Objectives
The programme raises awareness of the issue of migration and the social and political conflicts it gives rise to. Furthermore, participants gain a better understanding of the scope for action and the constraints faced by local stakeholders in Germany. This provides plenty of inspiration for developing their own ideas on how they can get involved in this issue in their own local communities.
