Implementation of Coalition simulation ‘Who governs Neuland?‘ at Castle Gollwitz, and Elementary and Middle school Diedorf

Our app-based simulation game on coalition and government formation makes German politics tangible and understandable for young and first-time voters. In a creative and interactive way, "Who governs Neuland" offers an ideal opportunity to understand the influence and participation of votes and voters on our complex political system. It is a fun way to overcome lack of knowledge and mistrust of the political system, promote participation and strengthen democracy.

“Who governs Neuland” offered young and first-time voters at Castle Gollwitz and at the Middle School in Diedorf a hands-on opportunity to learn how political coalitions are formed. Participants ranged from volunteers completing their social service year at a seminar in Schloss Gollwitz to two graduating classes from the Diedorf secondary school. They took on their roles as top politicians with great seriousness, developed expertise in the subject matter, negotiated coalition agreements, and succeeded in establishing governments by the end of the simulation.

The activity began with the election of a new parliament, after which participants assumed the role of politicians who formed factions, negotiated with each other, and sought consensus. As they proceeded, they encountered essential terminology—such as exploratory talks, parliamentary groups, and coalition negotiations—thus gaining insight into the complex mechanics of government formation. In guiding “Neuland” toward a future defined by their chosen priorities, players recognized the real significance of each vote, seeing firsthand how even minor shifts in voter support can alter coalition possibilities.

This simulation was designed to be accessible, making it easier for those who might otherwise struggle with intricate political jargon. It also trained multipliers—teachers, youth workers, and association leaders—who can now continue to deliver and adapt the project content in various educational settings.
